BUSINESS HOURS

I had visited Philly 3 times prior to moving here and I have no recollection of noticing that they roll up the sidewalks pretty early here. I though, big city, everyplace will be open late. Wrong. It is as though Marshall law were in effect. Even the pushcarts are gone by 5, 5:30pm. Not like New York.
Avoid traveling at rush hour. Philly is a Union town, and hence, a 9 to 5 town. Busses and subways are far less crowded after 9:00AM and after 6:00PM

SOURCES OF INFORMATION:
Two free papers are Philadelphia Weekly, comes out Tuesday afternoon to night, and the City Paper. Where one has its strong points the other is week & vice versa. City paper has comics & crossword puzzles, while the Philly has more meaningful rental classifieds.
ComCast Cable offers public bulletin boards which list community events. If you can afford it.
