Philly is considered by its denizens as one of the more car-friendly cities. More so than NY. Jambs are likely to occur when weather is inclimate – snow fall at end of work day, or summer Friday rush hour traffic toward the Jersey shore.
Direction of traffic One Way sign

One-way streets are generally alternating in direction. Broad and Market are two-way, most major E-W thoroughfares are. (see table & map) Traffic flows anti-clockwise around City Hall.

East of Broad Street the Odd numbered streets flow north, Even flow south. Broad and Market Streets are bi-directional.
West of Broad, Odd numbered streets flow south, even flow north.
Juniper flows north from South Penn Square and south from South Penn Square. MAP
The trend reverse again, across the Schuylkill, in University City. Even numbered streets run south and odd, north.

Exceptions to the rule According to my map, 24th runs south, 25th runs north, 26th runs south.
